Answer:

Democracy is a form of government. The principles of democracy do not specify any requirements for either social or economic “democracy” whatever those might mean. Any one feature of democracy can apply to any number of segments of the nation including politics, sociology, anthropology, culture, economics, technology, education, and so on and so forth. A democracy exists on gray scale or a spectrum from nothing to the best possible. Therefore, since all current democracies are unique then it is possible for even the very best to be missing some particular feature or even have all features but some are lower quality than others. Because social and economic democracy are not formal characteristics of modern democracy than there is no reason to consider them for completeness.

There is no thing as political democracy or social democracy. People of the society create the system and elect the people. Believe it or not, democracy system is by people, where people is by and large the masters. They can always throw the wrong people in power, in dustbin. Just see the case of Smt. Indira Gandhi, ex. Prime Minister of India, who was defeated in 1977 elections right after lifting of Emergency in India. Again, the same people rejected Morarji Govt in 1980 and elected again Smt. Indira Gandhi. So, it is people of society who are the masters. Society is made by people and what they live and lead is social. Their thinking and action are the reflector of society and create social fabric. Sometimes old belief and customs may not match with new beliefs. But, not a big problem, In democratic society, these co-exist. Co - existance and tolerance are the real tools of a true democracy.
