Copper is a better conductor than iron, which means current can flow easier (with less resistance) through copper. This is an inherent property of a material.
The outer electrons of copper atoms are more easily displaced than those of iron and so a flow of electricity (electrons) occurs more easily. We express this by saying that the copper has a lower electrical resistance than iron. For the same reason, copper allows heat to pass through it more easily than iron; in this case we say that its thermal conductivity is better.
Hence, the wire made of iron will have the maximum resistance.
Hope it helps ☺
