With the passage of the Right to Education Act, 2010 and with education becoming a fundamental right, it is now compulsory for the State to ensure that all children aged 6-14 are in schools. As per the Directive Principles enshrined in the Constitution, it is the duty of every parent to ensure that their children are attending school.
I doubt that the sarpanch would have this information. At best, s/he would have general information. Such information is more likely to be available with either the teachers or the Block / District Education Officer.
For record sake, the Government runs a few education related programs, such as:
Mid Day Meal, where they give one meal absolutely free of cost.
ICDS, also known as the Aanganwadi Scheme, which is meant for children less than 6 years old.
Besides this, the Government makes uniforms and books available for free in Government schools.
