The empowerment indicators are based on data from 14 states and two union territories. Until now, the International Institute for Population Sciences, the organisation tasked with collecting and analysing National Family Health Survey survey data, is yet to release data for other states, including several of India’s most backward ones: Jharkhand, Chhattisgarh, Odisha, Rajasthan, Uttar Pradesh and Uttarakhand. The 2005-06 National Family Health Survey provides comparative data for 12 out of the 14 states, and did not cover any union territories.

But this number does not reflect actual land ownership by women, as it includes both women who have sole ownership of land and those who own land jointly with another person – a family member or someone not from the family.
