Maxx allowed member to pool for swimming is = 60

for every 15 members there is 1 lifeguard so maximum number of lifeguard = 60/15 = 4 ( answer A)

now applying second condition

for rotation they adding 6 more lifeguards

so total lifeguard = 4+6 ( but they are for rotation )

every 4 of them takes place on rotation

so new hired lifeguard - available for rotation ( 4 lifeguard which are working there before them )

6-4 = 2

Maxx number of lifeguard + 2 + assistant manager + manager ...

4+2+1+1 = 8 staff members
