Rocket works on the Newton's Third law of motion that is "every action force has an equal and opposite reaction force"
When rocket starts it fuel burns and it puts an action force on earth surface , then according to Newton's Third law Earth also puts an reaction force on rocket. As the difference between masses of earth and rocket is very large so rocket can't push the earth as a result because of action-reaction the rocket get pushed away from surface and in this way the rocket continues to move.
