1) In developing countries, governments have reduced trade barriers as per WTO rules. But developed countries have ignored the rules of WTO and have continued to pay their farmers vast sums of money for production and for export to other countries.

2) It hampers basic values of fairness, justice, equality. In fact it leads to discriminatory attitude towards developing countries, who are compelled to abide by the norms. Developed countries on the other hand continue to flout those rules.

The government in developing countries therefore, must strive for the following :

a) The government must negotiate at the WTO for 'fairer rules'.
b) Must protect itself from the domination of the developed countries.
c) It is the government which has to strike a balance between the private        players and the welfare of its citizens.
d) The government can ensure that labour laws are properly implemented      and the workers get their rights.
e) If necessary government can use trade and investment barriers for              some products.
