Chloroplasts are found only where the process of photosynthesis can be performed as it contains chlorophyll which helps in the process of photosynthesis. In a root cell, oxygen is present but sunshine is not there. So, photosynthesis cannot occur there.

Thus, Chloroplasts are not found on root cells.
Chlorophyll gives a green colour to the cell and roots are not green.
