Liquid water freezes to six-sided needles; water vapor may form needles, plates, or hollow prisms, depending on the temperature. Ice is technically a solid because in that state of matter, it doesn't change its shape or definite volume. It is made from a liquid, though, but it doesn't make ice a liquid.
