Yes primary and secondary growth occurs in same plant but not simultaneously.  Primary growth occurs when the plants are young means the growth of roots and stems in length with the help of apical Meristem is primary growth. But secondary growth occurs when the plant is matured means they exhibit an increase in girth of a plant.  So it can't occur simultaneously.  Hope you understand.

Definitely yes. Primary and secondary growth occours simultaneously in the same plant. When the plant is young and the root grows in the soil, apical meristem which help in growing up in the primary condition, then primary growth occours. Secondary growth occours when the plant is matured and increase in girth of the plant is the secondary growth. Both these growth occours simultaneously.
