Would the following sentence be a Plural or Singular Collective Noun sentence?
"Our committee hasn't agreed on refreshments or the dance theme yet."

I thought it would be Plural since they haven't agreed, therefore it's separate choices, but at the same time when i substitute "they" into the sentence instead of committee, it doesn't make sense.
