No. The phases are due to the relative positions of sun an moon as seen at the surface of the Earth. As long as the moon orbits the Earth in the same way, the phases will be the same. If the moon didn't rotate, we wouldn't see nearly the same “face” of the moon all the time, but the phases would be the same.
