Would this effect occur if the glass was empty?
What would happen if the glass contained milk?

yes , it will happen when glass is empty, because light, could be able to refract.
no , this could not be able to seen in the case of milk because milk is collidol in nature and hence it will scatter, all the light and image could not be able to seen through glass.
