In handling foreign diplomacy, the central govern- ments of sovereign states may apply pressure and issue warnings and veiled--and not so veiled--threats to one another as well as negotiate, bargain, compromise, and conclude treaties and alliances with each other. Foreign diplomacy is the process through a sover- eign state, interacting with other sovereign states in the international arena, seeks to protect and further its own national interests by all means other than waging a hot war.
