The house needs cleaning.

When need is used with a gerund it takes a passive

2.Infinitive
He needs to call his parents.

In this sentence 'needs' means it is necessary.

Infinitive r those which generally accompanied by to and v1.

Lets see by an example.
Swimming is the best exercise.
here swimming is noun.

Ram loves to swim.
here swim is verb.
