let x and y are two variables and a,

b ,c are constant

so, the standard form is

a x + B Y + C =0

given equation :2 x = 3 Y + 5

now ,rearrange equations 2x - 3y - 5 =0(when (+) goes to Other Side of (=) then it change source (-)

here x and y are variables and 2,(-3),(-5) are constant.
