Electrolytes have free ions, that is, ions that can roam around where they want, whereas non electrolytes either don't have ions at all, or they are bounded to each other by ionic bonds.

Electrolyte is defined as the solution inwhich electricity is passed and causes ions to move towards theirrespective electrodes. An electrolyte always contains a solute, which dissociates in thewater to form ions.A strong electrolytes dissociate close to 100%or 100% in an aqueous solution. Weak electrolytes typicallydissociate less than 10% in aqueous solutions. Most text books refer to the substance itself as an electrolyte ora non electrolyte, and not the solution.

A nonelectrolyte is a substance that will not dissociate into charged ions when dissolved in water. Nonelectrolytes will not conduct electricity.
