Here, it is mentioned that the fog enters with its cat's feet which states that the fog is compared to the cat. It silently watches the city and its harbor just like a cat. It is so silent that no one can perceive its presence. Silent haunches refer to the idle position of the fog. The poet has used Transferred Epithet. The cat’s haunches are not actually silent, for they don’t even have the ability to speak, but the way in which the cat sits on its haunches does not make any sound. Later, it slowly moves away from the city.
