A Rag-picker, or Chiffonnier, is term for someone who makes a living by rummaging through refuse in the streets to collect material for salvage. Scraps of cloth and paper could be turned into cardboard, broken glass could be melted down and reused, and even dead cats and dogs could be skinned to make clothes.

Rag-pickers, who contribute to solid waste management to some extent, are the people who rummage through garbage bins to pick out 'rags' for their livelihood. These rag-pickers usually collect the materials that have good re-sale value as these materials are mostly recycled or reused.

Apart from demands like pension and access to schemes like Jan Dhan, the most important thing for the ragpickers was “respect from the system.” Mohd Nazeer from Netaji Nagar said that most of the ragpickers die well before the age of 50-60 years.
