Heavy rains are not new to India during the monsoon reason. While the very geographical location of India has been causing ?monsoon? rains since the onset of Indian civilization, the official recording of such rains has started over two hundred years ago during the British rule. While they bring cheer to the rural areas, they are dreaded in cities and towns. Understandably, one section of the Indian population, the agriculturists, have high dependence on them for their sustenance for most of the year. The other section, those living in urban areas, have to wade through water for their sustenance during those few days of heavy rains!

Traffic jams in big cities are not new to Indians during heavy rains but the duration of such jams and their frequency have increased significantly over the last few years. All this has been happening even when the urban development authorities have poured huge amount of funds into expanding public infrastructure in the big cities. A deeper analysis of certain factors helps explain the situation.
