Chola administrations;
The kingdom was divided into provinces called mandalams, looked after the governors. Each mandalams was further divided into numerous valanadus.
Each valanadu consisted of a number of villages.
The village ( called nadu or kurram ) was the lowest unit. There were  also many towns or nagarams such as tanjore, kanchi and puhar.

Panchayati raj;
The panchayats in villages formed an important institution for the welfare of the  villages.
The members of the panchayats, called " Panchs " were elected by the village people with general consent. This panchs were respected for their honesty and sense of justice.
