He has prior commitments, for he says that he has 'promises to keep'. Also, he needs to cover a lot of distance before he can rest, for he says there are 'miles to go before I sleep'.  

The last stanza is applicable even today. People are so busy handling their materialistic obligations that they do not have the time to enjoy nature, even if they want to. Man is not as free a creature as he thinks. Instead he is tied up because of responsibilities and obligations.
