Answer:

Bishan Singh is a fictional character from the short story Toba Tek Singh by  Saadat Hasan Manto.

Explanation:

Bishan Singh, commonly referred  to as Toba Tek Singh as he is from a village by the same name, is described by Manto as a Sikh inmate who has been in the mental asylum since the past fifteen years. The guards claimed that he had never slept during those fifteen years, and would often be found leaning against a wall or standing, causing his knees to be swollen. He had been a quite prosperous landlord, but suddenly went mad and utters gibberish refrains whenever he is talked to.

With the titular character's mind and the place in flux, with this short story, Mato deals with the issues of identity, separation, change, and more.
