My personal opinion is that regardless of whether or not you think that mathematics has the theoretical potential to do so, you think that it realistically never will. At least for people who understand a decent amount of math/physics. Let me break it down.

Case 1: Firm firm no. You wholeheartedly say no to the question. You think that mathematics, even in some idealized dream world with unlimited computatibility and perfectly measured information, still can never address problems in the human psyche, and/or other domains of life.

Case 2: Light no. While you think that everything is mathematically constructed, and thus capable of being described mathematically, for quantiative models to be applied everywhere in life is highly unrealistic. This is due to many factors: limited computability, measurement errors, consistent probablistic noise, innevitable massive levels of complexity/sophistication required for certain (likely most) models.

Regardless of which case, I think most mathematicians would say no. My personal take lies strongly with case 2.
