Mr Chairman Sir,
It is an honour for me to stand on this podium and raise before the young and old present here the rotten practice of charging capitation fee for entry into schools.
Our Schools are set up to provide basic education and set us up to undertake the further journey of life efficiently and in doing good and valuable work for mankind. But, we know a lot of schools around the country take advantage of the ever-growing population and commensurately low number of schools to indulge in the corrupt practice of taking hefty sums of money for taking in students.
If you look around the country, you'll find many schools have been set up by industrialists and politicians. While some are the outcome of philanthropic gestures, others are there with the sole aim of making money; in sum, the latter are there as business enterprises, not as temples of learning.
It is an extremely sad commentary of our times that instead of the sole aim of educating young minds, we start of the lives of young children with corruption. Trusts are set up to run such corrupt institutions and the trustees, who sometimes are not educated, are the collectors of the lucre. I have heard of a few schools in our state, where the principal and the teachers are mere spectators as a large number of students get admission through the backdoor, coming in with the recommendation of the trustees. This practice is most prevalent in district towns and semi-urban areas. So, these schools are not equal opportunity institutions of learning.
Chairman Sir, in view of what I have said, I'd like the Government to take note to bring in regulations and introduce mechanisms to do away with the malpractice of charging capitation fee for school admissions. If we do not do so , we'd be doing a disservice to our future generations.
