Any system could be as good as people who are using it. With the downfall of morality in public life , expecting only education system to inculcate morality would simply be a dream.
Yes this system doesn't encourage ethics as it is as dry as sahara desert. With the society pressure on education system to impart as much as possible bookish knowledge even to nursery students , doesn't leave any space for morality and ethics. Even the mythological stories or stories from literature having moral values have been taken out from syllabus partially due to pressure to keep education secular and partly already overburdened students.
Also, there were not many graduate in earlier generation yet most people were moral
Please remember each child spend almost double time at home as compared to school, so onus on imparting moral and ethical education rest with the family and society.
