Revenue record(jamabandi) is such a register in which the detail of village land owners and cultivators and land revenues is given. This book is prepared, fresh, after every five years.
Whatever changes occur in the rights of land owners due to sale, mortgage, ancestral come, the patwari makes the entry in the mutation accordingly and give detail with pensil in remarks coloumn with red ink.
After five years, when a revenue record is prepared again then the entry of the changes is made in the new revenue record at appropriate place by the patwari who is further responsible for preparing the same after every 5 years.
The new revenue record i.e the one prepared after every 5 years for a particular village is to be submitted in the Tehsil office of Tehsil upto seventh of September. Prior to this, the girdawar/kanoongo is suppose to read out these entries in a general public meeting of the village whose record is being prepared and then after final verification and inspection for the same is done by the area revenue officers.
One copy of the new jamabandi record remains with the patwari and he executes his work using the same.
The preparation of the new jamabandi for a village (i.e. the one which is prepared after 5 years) is be initiated by 15th of June in the 5th year. Decision of all mutation entries till 15th June are implemented in the new jamabandi record.
While preparing the new record mistakes might occur. The same can be corrected under Punjab Land Record Manual para 7.29. But if any patent fact is remained to entered before the mutation then there is no possibility of correction in record, the same can only be corrected under Punjab Land Record manual para 7.30 by entering a new mutation.
According to Land record manual para 7.57 and 7.60 the patwari and kanoongo must read out the entries of old revenue record and newly prepared record to the public and then the revenue officers may come in village for verification of record as per Land Record Manual para 7.62 and there must be presence of maximum people at that time so that there may not be any possibility of any mistake.
It is hereby mentioned here that every entry of revenue record is considered as correct under Section 44 of Punjab Land Revenue Act, 1887 till it is not proved wrong.
