The Minister-in-charge,                                                                     29/12/2016
The Ministry of Environment and Forests,
New Delhi.

Dear Sir,

It is a matter of privilege for me to write to you, especially as you have been introducing a lot of schemes which are of significant benefit to people across the country.

However, the subject towards which I wish to draw your attention is a very depressing one indeed. Today, cruelty towards animals is affecting civilised people like never before, as people have to see cruel acts but cannot take remedial action. I would like you to legislate for the prevention of cruelty towards all animals, whether in captivity or in public places. In this regard, you should take the advice of experts who understand the matter.

I feel, besides protection, you must also incorporate exemplary punishment in your proposal. To monitor the matter, you must involve the community at large in order to ensure adherence to the law at the grassroots level.

I hope in the coming days stone-pelting on street dogs, herding of cattle in a cruel way when they are taken to the slaughterhouse etc. will soon be a thing of the past.

Thanking you in anticipation of prompt action in the matter,

Yours faithfully
Ramesh Kumar Ghosh
