Honestly, you shouldn't need to write a letter. If Ruby got a graduate degree in psychology and passed her licensure exam, she should have all of the skills and knowledge to be an ideal and effective counselor. That was the purpose of those six or seven years of college. We all learn from practical experience but Ruby will likely have to work under supervision for a period of time to get experience with difficult cases.
