Honorable Prime Minister Manmohan Singh,

We are writing to you to express our deep appreciation of the Central Government’s

order dated 23.04.2010 against the private company Shree Maheshwar Hydel Power

Corporation Limited which is implementing the Maheshwar Project, suspending

ongoing construction work on the Maheshwar Dam, until the present negligible R&R is

brought up to pace with the advanced stage of dam construction, in compliance with the

conditions of the statutory environmental clearance dated 01.05.2001, issued under the

provisions of the Environment (Protection) Act, 1986.

It is shocking that while 80% of the construction work of the dam has been completed a

mere 5% of the 70,000 evictees have been rehabilitated, that R&R Plan which was

required to be provided in December 2001 has not yet been submitted to the Ministry,

and even the full extent of submergence is yet to be known since the backwater survey

has not been done. We find that the non-compliance of conditions of clearance, and the

poor state of R&R has not been disputed by the CM, M.P in his letter written to you.

We may point out that the power production as stated in CM’s letter from the

Maheshwar project of 7.2 lakh units per day is less than 1% of the total demand of

Madhya Pradesh of 1000 lakh units per day, and even this power generation cannot be

started until the villages are fully submerged. Similarly, the claim that Indore area is

being deprived of essential water supply is belied by the fact that the present capacity to

pump 261 million liters per day from Narmada to Indore without Maheshwar dam, is far

in excess of the requirement of 220 million litres per day for the 20 lakh population of

Indore.

The project promoter has not done the rehabilitation in last 14 years. It is clear it will

not do any rehabilitation unless the dam work is suspended. In these circumstances, we

request your government to stand firm by the aforesaid Order of the MOEF suspending

the construction of Maheshwar dam, and not to let the private project promoters to

trample on fundamental and statutory rights the rights of the people.
