To begin with I would like to state that the tone of the question is grammatically wrong, hence to write the answer I would like to point out that according to my understanding the question says to write a letter to the area officer about the disturbance caused by the public, during religious occasions. Dear Sir,
To begin with, I would like to clarify that, I am not an atheist or against any particular religion, but yes I do follow logic, and I question the blind beliefs and acts people do in the name of religion. So, I intend to write you this letter questioning the moral responsibility which has actually stopped answering, hence your intervention has been necessary.
Every festival comes with a pain here, with the localities playing loud music overnight, and there is nobody to tell them or stop them. The music is so loud that it is way beyond the comfort zone of a person's hearing level. And the music tends to continue over the night. This has become a constant practice. As soon as it is morning, it stops for an hour or less, and again starts to tear the ear drums. Same is the case with the temples too. They too do the same in case of occasions, when the temple adorns and gears up to celebrate any function. Morning is never soundless and serene here, and nights sometimes very sleepless.
Sir, it is my sincere request to take some action against the said practice. Villagers when told anything pay least importance. I hope your intervention would prove to be very healthy.

I would like to tell you that it's an honour to live in a place like Kullu which is culturally active.We celebrate all festivals will fill zeal and enthusiam.But it beçomes difficult during school exams.Due to loud music from nearby pandals it is tough to study for children and it does not stop till early morning.Kindly fix a time for these religious functions and to ķeep the volume of music in a limit
