Sir,
With due respect, we beg most to inform you that smallpox has broken out in our town in an epidemic form. Most of the people in this area have not been vaccinated. It is a matter of great sorrow that in spite of informing the local Health Department for making immediate arrangements for vaccination, we have not yet found any response to save the lives of the thousands of people of this area.
