To begin with, introduce yourself, mention your name and the school that you study in.  Next, remember that your letter should not appear as a litany of complaints but as a genuine concern. Therefore, use words such as "with due respect", etc.  You could talk about studies being purely theoretical with little practical insights, hardly any activities to connect the theory with the real world.  You could also talk of the lack of games in the school. By nature, children are playful. However, in the present times, they are holed up in classrooms.  

Mention about the high teacher student ratio. It is always good to support your statements with data. So look for data in other countries or in other surrounding schools. While accessing data, always look for data from reliable sources, so if you could data say from the World Bank or from the UNESCO website, great.  

You could mention about dimly lit classrooms, teachers not coming for class or coming to school but hardly teaching, etc.

Lastly, once again mention, that the idea is not to complain but just to find a solution so that the youth of today nurture the country in the days to come.

Respected Sir,

Subject : The lack of positive class room activities, teacher student ratio, accommodation and other troubles.

                I wish to draw your attention to the lack of positive class room activities in the district schools. There is only one teacher for 70 students. The same teacher teaches all the subjects. So proper attention is not given to each student.

                There are very few classrooms. So some teachers have to hold class under the trees or in the corridor. Blackboards are not sufficient. Tables and chairs are not enough and many students have to sit on the ground.

                I humbly request you to look into the matter and do the needful. I will be very grateful for this favour.
