Write a letter to the environment department complaining about the illegal practice of plastic bags by the vendors in the market

Many vendors are using plastics which is illegal and if it stays in the sun it can be exposed and by the way the government had decided to do it . The vendors are not at fault they are just following the rules. The plastic is too thin and animals can suffocate.  Plz do make a request
