Rajouri, Jan 12 : After a complaint lodged by the inhabitants of Pangrain village, under Manjakot police station in Rajouri district, that a school building was illegally constructed on forest land Deputy Commissioner has directed the concerned Naib tehsildar to submit report within a week time.
Pertinent to mention here that in the first week of January Zakir Iqbal, Naib Sarpanch of Pangrain village on behalf of the people of Panjgrain had informed the DC about the illegal construction of primary school building on forest land.
He also informed that since the construction of the building which started in the month of July 2011, he had approached the concerned officials several times but despite inquiries and letters written by the senior officers of education and forest departments no action was taken to stop the construxction work of the building and even after completion of construction work final payment of Rs7.45 laks was also released by the education department.
After the recent complaint by Zakir Iqbal, ADC vide his office letter No PS/ADC/115 dt 4/1/14 has directed the naib tehsildar Manjakot that Deputy Commissioner has directed him (naib tehsildar) to conduct fresh inquiry in the allegations. Inhabitants of village Panjgrain through naib sarpanch has alleged that in 2011 after the recommendation by Village Education Committee (VEC) the construction of the school building was started by Tasveer Begam wife of Mohd Amin a government employee who had donated the land free of cost for the construction of the school building. An agreement was signed between Mohd Amin resident of Panjgrain and education department that school building will be constructed by him on Khasra No503 donated free of cost by him.
But the construction work was started on Khasra No334 which was the forest land and was objected by the Naib sarpanch and other villagers.
Zakir Iqbal alleged that after their several representations to various senior officers of forest, education, DDC, police and other concerned , various inquiries were conducted and it was established that the school building was illegally constructed on the forest land.
Naib tehsildar, Manjakot vide his office letter No NTM/541 dt12/3/2013 and Forest Range officer vide his office letter No 420 dt19/9/2012 after verification from revenue department had confirmed that Khasra No 334 is forest land covering 1,725 sq ft. Despite all these facts the building was constructed in connivance with officials of the forest, revenue and education departments. Even SDPO, Manjakot had also investigated the matter after the complaint was made with the police and in his report to SSP he had mentioned in his report that he had noticed some discrepancies in the construction of the building including that the building was constructed on Forest land in convenience with officials from education, forest and revenue departments. Pertinent to mention here that Divisional Forest officer (DFO) vide his office letter o2147/DFOR dt 20/9/12 had also directed the Forest Range Officer to stop the construction work.
