It is my experience for what it is worth that merely appealing that you have a problem is less than a reliable method of getting the point across. Officials have more demand on them than they have resources etc.
Sometimes it is necessary to consider how to make it in their interest to deal with the issue. This may take some creative thinking. I suggest an example of me trying to get the local sheriff to arrest a crack house operator next door to me.
I fussed up and down all the channels from the FBI, DEA, Alabama Bureau of Investigation, Sheriff and more. I raised a fuss with the DA as well no results. The Sheriff and I knew each other quite well. NO RESULTS.
Then I talked to a deputy. I told him that I would paint signs to the crack house on the road and put up signs advertising it if they didn’t deal with it. They arrested the operator in 2 days.
I don’t know how to resolve your problem but the biggest issue is to get their interest and yours together.

The challenges facing our community in terms of bad roads are tough, Our farmer finds it difficult to transport their farm's products to an urban market. A bad road constituted a lot of accidents that runs many farmers into huge losses.
furthermore,we also requested an urgent hospital because a community without a hospital can be called a community without future, many of our people deserved to have access to a better life,many untimely diseases have killed many as a result of using traditional herbs.
In conclusion, we implored you to take an urgent measure to get our request granted health is wealth.
