Write a memo to the Director of the NGO of using inappropriate time on Google games ? i have online paper plz help..........

I have been playing this certain game for a long time now. Every now and then when I go to watch the Ads videos about other games and apps to gain extra game play, before a can click the 'X' at the end of the video to go back I am being re-directed to the Google Play page for the Game/App I just watched the video for. Not only is this annoying and a time wasting inconveniance but as I understand is a violation of Google Play's Policies! Didn't the Developers of 'ES File Explorer' get All their Apps taken off the Google Play Store for the same violation because the re-directs are getting the Developers more $£€ in revenue.

I have contacted the Developers of the game about this but they are still doing this. I have looked but can't find a way to report them to Google Play!
