Assemblies in the Southern Kingdoms

  1.    The Pallava inscriptions mention assemblies known as sabhas consisting of brahmin land owners. These assemblies functioned through sub-committees that looked after irrigation, agriculture, roads, and temples.  An Ur was a village assembly in those villages where land owners were not brahmins.  A nagaram was an organisation of merchants.
