The Cholas had a central and local administrative set up.

Administration of the Empire:

  • The king headed the Civil and military administration of the Empire, with the aid of a council of ministers.
  • The Empire was divided into three administrative divisions: provinces or mandalams, valanadus or districts and nadus or villages. larger villages or taniyurs were managed separately.
  • To carry out administrative functions, princess were appointed as governors of the provinces. Other administrative official were paid with the land grants.

Village and Town Administration:

  • At the local level of self-government there were two administrative bodies: the ur or the general assembly consisting of all people owning land in the village and the sabha/ mahasabha or the assembly where the brahmanas owned the lands.
  • The sabha managed temple maintenance, irrigation, law and order etc. through different committees.
  • Towns and cities had nagarams or assemblies managed by traders, merchants or artisans, to carry out urban administration.

The Chola kings followed a highly efficient system of administration. The entire Tanjore district, parts of' Trichy, Pudukottai and South Arcot districts formed the part of the Chola Mandalam. The Cholas had three major administrative divisions called Central Government, Provincial Government and Local Government.
