Answer:

Indian Standard time (IST) is the time zone observed throughout India, with a time offset of UTC+05:30. India does not observe daylight saving time or other seasonal adjustments. In military and aviation time IST is designated E* ("Echo-Star").

Arunachal Pradesh is in extreme North East of India and whereas Gujarat is in the opposite side of Arunachal Pradesh, as a result Arunachal Pradesh is always ahead of time, the sun rise in ArunachalPradesh is witnessed before Gujarat.  That's is the reason there is almost 2 hours difference in time.

Gujarat is situated in the extreme west of India Arunachal Pradesh is situated in the extreme east of India. The Sun rises two hours earlier in Arunachal Pradesh than Gujarat.
