there was the Estates-General, a meeting which gathered representatives of the three estates. The First Estate was made up of the clergy, the Second Estate comprised the nobility, and commoners belonged to the Third Estate. During the 17th century, this system worked well. However, by the end of the 18th century, it was woefully out of date.
