The Union Public Service Commission (UPSC; Hindi: संघ लोक सेवा आयोग) is India's premier central recruiting agency. It is responsible for appointments to and examinations for All India services and group A & group B of Central services. While Department of Personnel and Training is the central personnel agency in India.

The constitution has made a provision for a Union Public Service Commission (U.P.S.C) and a state Public Service Commission (S.P.S.C) for each state. If two or more states agree by passing a resolution in their legislature for service commission. The public service commission consists of a chairman and other members. Chairman and other members in case of U.P.S.C. are appointed by the president of India whereas in case of state by the Governor. The president or the Governor is empowered to determine by regulation the number of members of the commission.
