I think you meant to say Chota Nagpur plateau. Chota Nagpur plateau has both metallic minerals and coal in the same area which is a very rare phenomenon. Rightly, it is called the mineral heart of India.
The presence of many metallic minerals is because of the geology of the area. Chota Nagpur plateau is an ancient shield area (Pre-Cambrian times) which is made up of igneous rocks. As igneous rocks come from interior of earth they bring metallic minerals with them. Other areas such as Northern plains of India are sedimentary in origin, so no minerals are found in it.
This is the reason you find minerals only in plateau areas which are shield formations. Ex: Katanga Plateau in Southern Africa, Karnataka plateau etc.
The presence of coal is because of warping that happened in the past which preserved vegetation(forests) inside earth which converted to coal under pressure.
The presence of both metallic minerals and coal made it industrial core of India.
In short, presence of minerals is mainly dependent on geology of an area and same is the case with Chota Nagpur plateau.
