Stars are located very far from earth . The light ray coming takes a long time . But when it reaches us , it first enters our atmosphere . Here it travels through different layers of different density of atmosphere . So , here multiple refraction takes place( Denser to rarer -bents away from normal , rarer to denser - bents towards normal ) . So ligth from far distance takes a time to enter . So from this we can conclude that the ligth rays refracts multiple times and different rays in different times and differently . Hence ligth rays coming from stars refracts multiple times and differently so , stars appears to twinkle.
