Twinkling of stars is due ro refractive index of light means due to refraction. Earth is covered my many layers of atmosphere that is Ozone layer. Ozone layer consists of many small dust particles.
When light rays enter in this layer they get refracted. Due to refraction my dust particles, many times.
We feel that stars are twinkling......
