There are parallels with the age of enlightenment which was experienced in Europe long after – between the 17th and 19th centuries. This is the time when ideas like ‘sovereignty of reason’, ‘separation of church and state’, ‘liberty’, fraternity and scientific enquiry found greater space and application in public life and public discourse. While there are parallels, there are also matters specific and unique to India.

Take, for instance, the matter of the separation of Church (religion) and State. In 2020 India, the State ‘is’ the religion with the largest number of believers/adherents. The government is apantheon of gods. The corona crisis brings out this reality like nothing else. Let me illustrate.

Many fellow citizens I speak to say this is the time to support the government. ‘What can the government do?’, ‘the crisis is global’ are more statements which drive away not just blame but significantly even responsibility and accountability from the government.

Iswing between being an atheist and an agnostic, but these statements remind me of the things that my believer friends say. A crisis strengthens their faith. Questioning god is out of the question. All misery is explained away and blamed on everyone except god.

Unlike nearly every country in the world, India’s Prime Minister has not addressed a single press conference, not only ever since he took charge but also well into the middle of a pandemic. Neither has India’s health minister. Isn’t this fascinating? Less so when you remember that gods don’t address press conferences. The central thing any religion demands of its believers is faith. And Indians have faith. They demonstrate this faith via rituals and festivals – clapping in the balcony, banging plates, lighting firecrackers in the middle of a pandemic. Just like religion, government is able to get away with plenty.

The first corona case in India happened in January. On March 13, the health ministry said there is no health emergency. Why? The government waited till March to announce a lockdown at a four-hour notice leading to an unprecedented hunger and migration crisis leading to deaths. Why? Export of domestically manufactured Personal Protective Equipment and its raw material was reportedly prohibited only in March. Why? The government is unable to feed millions despite storages overflowing with grains. Why? In the middle of all this, the cases in one particular religion are being focused on. Why? Most journalists are also preferring to talk about religion even now, instead of holding the government accountable. Why? The Supreme Court in a hearing observed what is the need for wages to be released when the government is giving food. Why? The GST dues of states have still not been released. Why? We continue to test even less than Pakistan. Why? The best performing state governments happen to be non-BJP. Why? Out of 22,567 active government relief camps and shelters all over India, 15,541are run by the Kerala government alone. Which tells us that there aren’t enough camps in the rest of the country. Why?

The ‘whys’ in the above paragraph can be ignored because India does not want to know, yet.

Citizens must clap plates, light candles, delay all healthcare requirements, wonder whether they will soon lose their jobs following the annihilation of an economy which was on ventilator long before corona. Meanwhile, the Haryana CM has asked farmers to give 5 per cent of their grain for free. Citizens will do all this and a lot more. There must, however, be something that the government owes to citizens? Anything?

Coming back to the silver lining here. In 1784, Immanuel Kant wrote an essay titled ‘What is enlightenment’ where he famously exhorted people to ‘Dare to Know’; the original essay is in German but many translations are available. I’m sharing the first paragraph from a translation by Mary C Smith available on Columbia University’s website: “Enlightenment is man’s emergence from his self-imposed nonage. Nonage is the inability to use one’s own understanding without another’s guidance. This nonage is self-imposed if its cause lies not in lack of understanding but in indecision and lack of courage to use one’s own mind without another’s guidance. Dare to know! (Sapere aude.) Have the courage to use your own understanding,” is therefore the motto of the enlightenment. Laziness and cowardice are the reasons why such a large part of mankind gladly remain minors all their lives, long after nature has freed them from external guidance. They are the reasons why it is so easy for others to set themselves up as guardians.”
