"Don't judge a book by its cover" is a proverb meaning "You mustn't judge a person by his/her appearance".

Let's say, you have two books, one new and with a very colourful cover, and the other one old and with an old, brown cover. The first book may look very interesting by the cover, but you may become bored as you read it. The second book may look old-fashioned, but as you read the book, Every single page has a lot of things to be interested in.

This is the same with people. A person may look truthful or pretty or whatever good qualities are there, But that may not be the case if you look deep inside their lives. Another person may look small, very ugly, or or other such things, But if you look deep inside their lives, they could be very unique, hard-working, or many such good qualities.
