Answers
Answer:
The National Register of Citizens (NRC) is a register of all Indian citizens whose creation is mandated by The Citizenship Act 1955 as amended in 2003. It has been implemented for the state of Assam between 2013–2014.[1] The government plans to implement it for the rest of India in 2021.[2] According to the Citizenship Rules, 2003, the centre can issue an order to prepare the NPR and create the NRC based on the data gathered in the National Population Register (NPR).[3] The 2003 further states that the local officials would then decide if the person's name will be added to the NRC or not, thereby deciding his citizenship status.

Explanation:
The National Register of Citizens or more commonly known as the NRC is the Indian government's way of registering it's legal citizens nationwide. This registration of the people was first done in the state of Assam in 1951, which was also the last such act of it's type.
With the coming in power of the BJP in India, the ruling party and government has yet again decided to implement this registration. But this decision was met with utmost violence and protests, from all spheres of the people This act is believed to create a huge demarcation line between the Muslims and Hindus, with a belief that the main aim is to create a Hindu Rashtra of India. Though the register may help India in checking it's population and legitimate citizens, it will also create problems for most of the other people who do not have any papers to prove their citizenship.
Promising to fully implement the registration by 2021, the government is making attempts to start the work, though there are still protests going on in major parts of the city. It is a situation that has to be looked forward to, whether the government succeed in it's attempts or not.
