Thousands of children in the city go to school and return home in overcrowded buses, auto-rickshaws or vans daily. Many of these vehicles plying on busy thoroughfares can be seen carrying students more than their permitted capacity, but nobody cares.

In 2012, the Supreme Court ruling on school vans mandated that a van can carry students only one-and-a-half times more than the seating capacity in case they are less than 12 years in age. This means that unlike the usual 14 students crammed in a school van, it should ideally seat a maximum of 10 students. The speed limit should not extend more than 40 kmph. But hardly any school or private vehicle service follows the norm.

School authorities are to be blamed for such carelessness to some extent. “Modern facilities like GPS service and AC provided by schools are of no use if rules are flouted. The traffic department from time to time distributes pamphlets on automobile safety, traffic norms and warnings to discipline drivers, but they continue to flout the rules,” traffic SP Prantosh Kumar Das said on Wednesday, adding school authorities need to continually monitor the safety of vehicles used for transport.
