Becuase if you see the world map you can figure that nepal and bhutan quite dont have naval aceess which is imperative for a nations welfare and progress hence they depend on surrounding countries for the access to naval army and resources this is why nepal and bhutan are left to depend on India for food,army,resources etc as mostly the are required to import from other countries
